2015 LCWSA Sewer and Water Rates Summary

LYCOMING COUNTY WATER AND SEWER AUTHORITY adopted the 2015 Annual Budget and set rates for the 2015 calendar year at its Board meeting on December 3, 2014.

 

For the Armstrong Sewer System service area, the sewer rates will increase to $65 monthly per Equivalent Dwelling Unit (EDU).  The increase is due to the ongoing and increasing costs of treatment and capital expenditures of the treatment facilities – a cost passed onto the Armstrong Sewer System from the Williamsport Sanitary Authority. Armstrong has a limited customer base of only 91 EDUs.  The increase anticipated for 2015 equates to over $7 per EDU per month in 2015.

 

For the Beaver Lake Sewer System, LCWSA is holding the monthly sewer rates at $131 per month per EDU (dwellings) and $40 per month per unimproved lot.

 

For the Limestone Water System, LCWSA is holding the water system rates for the 2015 calendar year while continuing to review operational needs and system costs over the next year.  LCWSA became the owner of the small water system in Limestone Township (formerly the Limestone Township Municipal Water Authority system) in January 2014.

 

LCWSA is holding sewer rates for the Montoursville Regional Sewer System (MRSS) for the calendar year 2015 at $60 per month per EDU due to favorable financial results and bond savings in 2014.

 

The water rates for the LCWSA Regional Water system are increasing by 10% for consumption/water usage from $7.28 to $8.00 per 1,000 gallons and by 10% for fire protection fees.  The fixed meter charge (based on meter size) is doubling.  The increase in rates is due to the debt service that exists among a small number of customers.  Rates have been held for several years while expecting growth to occur.  Unfortunately, due to limited growth in customer base, the rates must increase to assure annual debt service and operating expenses are covered by annual revenues.

 

As in previous years, LCWSA continues to experience rising costs of operating wastewater and water facilities with more stringent and changing regulatory requirements.  However, on a positive note, the customer base continues to grow in the eastern end of Lycoming County – albeit slowly; and overall, the organization as a whole is growing to support the needs of our municipal partners.

The prepay discount is 3% for customers pre-paying twelve months in advance with payment received by January 20th.  Past due balances must be paid in full before a customer can take advantage of the prepay discount for the 2015 calendar year.

 

Billing Cycle

Sewer customers will be billed monthly with payment due by the 20th of each month.

 

Late Fees/Penalty

As part of the Authority’s rate structure, a one-time penalty of ten percent or a carrying charge on the outstanding balance of 1½ percent per month shall be added, whichever is greater.  The late penalty will be applied to an account on which the payment has been received after the twentieth (20th) of the month for which the service is rendered.

Billing Cycle

Water customers will be billed per the rate schedule noted above.

 

The Authority bills Limestone Water customers on a quarterly basis.

 

Late Fees/Penalty

As part of the Authority’s rate structure, a one time penalty of ten percent or a carrying charge on the outstanding balance of 1½ percent per month shall be added, whichever is greater.  Bills will be sent for the previous period’s consumption and related charges.  Payment of entire invoiced amount is required within 20 days from the statement date.

 

 

2015 WATER RATES –LCWSA REGIONAL WATER

 

 

LCWSA Regional Water customers are billed for consumption, fixed meter charges, and if applicable, fire protection charges.

 

 

Metered Consumptive Water Charge

All metered water customers shall pay a consumptive rate of $8.00/1,000 gallons.

Fire Protection Charges

The Fire Protection Charge is applicable to all customers who have water service provided for sprinkler systems, dedicated fire protection lines, and/or dedicated hose connections for fire protection.  There is a 10% increase for 2015 for these customers based on Schedule C below.

 

No separate charge shall be made for water used in the extinguishing of accidental fires.  Water for any other purpose, other than scheduled fire protection system testing or fire extinguishing, shall not be drawn through a private fire service connection.

Fire protection charges for additional sizes will be provided on requested and are prorated based on line size.

Water customers will be billed for consumption, fixed meter charges, and if applicable, fire protection charges.  The Authority bills customers on either a monthly or a quarterly basis.

Shared Fire Protection Charges

Where fire protection lines are shared by multiple users, the Authority will allow the proration of the fire protection fee based on square footage.  The proration shall be rounded up to the nearest $5.00 increment as is appropriate for like size spaces.  Each situation may be evaluated to group like size spaces.  The fees for the combined total of the shared users shall always be equal to or rounded above the charges set forth in the Authority’s 2015 Rate Resolution.
