2017 LCWSA REGIONAL WATER RATE RESOLUTION

 

 

 

2017 WATER RATE RESOLUTION OF THE LYCOMING COUNTY WATER AND SEWER AUTHORITY (“Authority”) AMENDING previous WATER RATE RESOLUTIONS ESTABLISHING RATES AND CHARGES FOR METERED WATER CUSTOMERS AND FIRE PROTECTION CHARGES; ESTABLISHING WATER RENTS, RATES, CHARGES, AND LATE FEES AND PENALTIES.

 

WHEREAS, the Authority designed, constructed, and operates a public water system of which two thirds of its capacity is dedicated to fire protection for the service area and is designing and constructing additional facilities as such; and

 

WHEREAS, the Authority acknowledges the need to frequently review the rates set forth to assure economic feasibility for its customers, and frequently consider the additional customers and usage in the system and the impacts to revenue;

 

NOW, THEREFORE, BE IT RESOLVED that the following rates, charges, and fees be amended and adopted as follows for the customers of the LCWSA Regional Water System –

 

METERED CUSTOMER CHARGES

 

All metered service customers will be charged a consumptive water charge and a base customer charge based on meter size.

 

 

“METERED CONSUMPTIVE WATER CHARGE”

 

All metered water customers shall pay a consumptive rate of $8.80/1,000 gallons.

“BASE CUSTOMER CHARGE”

 

In addition to the consumptive charge, metered water customers will be charged a BASE CUSTOMER CHARGE based on meter size per Schedule B:

FIRE PROTECTION CHARGES

 

The Fire Protection Charge is applicable to all customers who have water service provided for sprinkler systems, dedicated fire protection lines, and/or dedicated hose connections for fire protection.

 

No separate charge shall be made for water used in the extinguishing of accidental fires.  Water for any other purpose, other than scheduled fire protection system testing or fire extinguishing, shall not be drawn through a private fire service connection.

SHARED FIRE PROECTION CHARGES

 

Where fire protection lines are shared by multiple users, the Authority will allow the proration of the fire protection fee based on square footage.

 

The proration shall be rounded up to the nearest $5.00 increment as is appropriate for like size spaces.  Each situation may be evaluated to group like size spaces.

 

The fees for the combined total of the shared users shall always be equal to or rounded above the charges set forth in the Authority’s 2017 Rate Resolution.

 

 

FIRE PROTECTION SYSTEM MAINTENANCE/TESTING

 

The Customer or its agent(s) is to notify the Authority twenty four (24) hours in advance of fire protection system testing or maintenance activities.  The Customer or its agent(s) shall notify the Authority if multiple testing events or cycles are to take place.  In the event that the Customer or it(s) agents fail to properly notify the Authority of a fire protection system test/maintenance and a response is necessary by the Authority, the Authority will charge the Customer a fee equating to the cost of response, cost of damages, costs of system use including consumption, plus an additional administrative charge of $300.00.  The invoice will be sent separately from the regular monthly water bill.

Maintenance includes but is not limited to fire system testing, cycling, draining/filling, programming, etc. – any and all activity which may cause the fire protection system to activate and generate flows from the Water System to or through the fire protection system.

 

BILLING CYCLE

 

Water customers will be billed for consumption, fixed meter charges, and if applicable, fire protection charges.   The Authority bills customers on a monthly basis.

 

 

MISCELLANEOUS CHARGES/FEES

 

Hydrant Meter Assembly Rental            Set up fee – $100 per rental

Rental Fee – $100 per week or $20 per day

A deposit may also be required depending on length of rental

Repairs/damages will be invoiced at cost

 

Bulk Water Sales          $9.00 per thousand gallons

Additional rates may apply depending on requirements

 

Meters are the property of the Authority, and as added/replaced, will be furnished by the Authority, and will ultimately remain the property of Authority.

 

Request Shut off or re-activation – $35.00 per visit

 

Other Services are “As Quoted” or “At Cost”

 

 

TAPPING FEES

 

Tapping Fees are established through the Water Act 57 Study for the combined water systems of the Authority adopted on June 6, 2012.

 

Tapping fees may be modified throughout the year following the adoption of updated Act 57 Study.

 

 

LATE FEES/PENALTY

 

As part of the Authority’s rate structure, a one-time penalty of ten percent or a carrying charge on the outstanding balance of 1½ percent per month shall be added, whichever is greater.  Bills will be sent for the previous period’s consumption and related charges.  Payment of entire invoiced amount is required within 20 days from the statement date.

 

INSUFFICIENT FUNDS

Returned Check or Insufficient Funds – $35 per occurrence
