(more ...)Q. What is I&I and how does it affect me?
A. Infiltration and Inflow, referred to as I&I, is defined as any storm water, surface water, ground water, roof runoff, subsurface drainage or any other type of discharge other than sanitary sewage and non domestic waste. I&I increases the amount of flow entering the sewage treatment system, which in turn, increases cost of service. Treating excess flow due to storm water is not cost effective. It also challenges LCWSA to remain compliant with state and federal regulations required by the Federal Water Pollution Control Act of 1972 and the General Pretreatment Regulations (40 CFR Part 403).
LCWSA’s Rules and Regulations address I&I concerns under Section 2.1.2 – Discharge Limitations, which states; “Any ground water, storm water, surface water and/or water from underground drainage fields which may originate from roof drains, cellar drains, residential floor drains, hydrants, etc. or any other source of infiltration and inflow is prohibited.”
LCWSA monitors the amount of sanitary flow coming into the treatment facility from different service areas. A major increase in sanitary flow during rain/storm events is a prime indicator of I&I issues. In an effort to identify and eliminate I&I, dwellings within an identified I & I zone must be inspected for sources that may contribute to this increase.
Q. What do you look for during the Inflow and Infiltration inspection?
A. Basements or crawl spaces will be inspected for sump pumps, floor drains, interior building drains, garage drains, window well drains, yard drains and roof drains to ensure they do not drain into the sanitary sewer system. Garages will be inspected for any ground water, storm water, surface water and/or water from underground drainage fields which may originate from roof drains, cellar drains, residential floor drains, hydrants, etc. or any other source of infiltration and inflow.
If during the inspection I & I sources are found, a written notice will be issued directing the property owner to take corrective action within a specified time.
