The LCWSA Regional Water System serves the area along Lycoming Mall Drive (old Route 220) generally south of Interstate I-180 in Fairfield and Muncy Townships and a portion of Muncy Creek Township to the east along John Brady Drive.
Customers of the LCWSA Regional Water System include general commercial, retail, and industrial customers and residential customers.
The water system has been developed in phases. Beginning with the area around the Eastern Lycoming YMCA and Lycoming Crossings in 2008, the water system expanded to the east to serve the Marcellus Energy Park and the Lycoming Mall along with the area north of the Lycoming Mall Road- Interstate I-180 interchange.
On December 31, 2010, the privately owned Village Water Company was dedicated to LCWSA. At that time, a number of system deficiencies required immediate attention – storage capacity and system redundancy. To address both, LCWSA installed additional watermain and constructed a 200,000 gallon elevated water storage tank in Grey Fox Plaza. The water storage tank addressed not only the deficiencies, but also provided much needed fire protection to the Fairfield Township corridor.
In 2012 and 2013, the system was further expanded to serve the commercial and industrial customers along Fairfield Road and Choate Circle.
These investments, along with increases to source water supply, exceed $3.5M in additional debt since 2011. However, it is important to note that the projects have made the system more reliable and robust than before.
While the expansion of the water system has allowed additional customers to be added, the water infrastructure expansion has outpaced the economic development. Moreover, regulatory requirements have created additional expenses and capital investments – which are necessary – but unfortunately costly and time consuming.
Since 2011 when the original Village Water Company customers were integrated into LCWSA, there have been no water rate increases. After several years of significant financial losses, LCWSA made the difficult but necessary decision to increase the water rates.
LCWSA is a non-profit municipal entity – governed under the Pennsylvania Municipal Authorities Act. Public Board meetings are held the first Wednesday of every month at 7:00 PM at our offices located at 380 Old Cement Road, Montoursville (Fairfield Twp). Finance Committee meetings are typically held the third Wednesday of the month at 1:30 PM. Please check our website for a schedule of meeting dates. The budget process for LCWSA begins each year in September when rate structures for all of our systems are evaluated. We encourage our customers to participate in our meetings and we welcome feedback.
