Mifflin Manor Sanitary Sewer System

Fact Sheet – Sewer System Operation

Dear Mifflin Manor Sanitary Sewer System Customer:

On January 1, 2017, Lycoming County Water and Sewer Authority (LCWSA) officially became the owner of the Mifflin Manor Sanitary Sewer System.  This transition is part of a number of changes approved in October of 2015 when the Township of Mifflin, the MMHA, and LCWSA agreed to transfer ownership of the sewer system.

Due to rising costs, operational needs, and capital expenditures, a sewer rate increase was passed with the adoption of the 2017 budget.  The monthly sewer fee of $120 per household will begin with the April 2017 billing.

Sewer billing will continue to occur on the first of every month.  Payment for sewer service is due by the 20th of each month.  Failure to pay in-full by the 20th of the month will result in a 10% late charge.   Please continue to make all checks payable to LCWSA.  Payments should be mailed to PO BOX 186, Montoursville, PA 17754.  Online payments may be made via the LCWSA website (www.lcwsa.net) or by phone at 844-695-8669.

Consistent with our other owned systems, LCWSA has a delinquent collections procedure which we are implementing.  The collection process may include court proceedings and/or water termination in the event of unpaid sewer fees.  The property owner is and shall be responsible for payment of monthly sewer service and any charges incurred during the collection process.  Failure to pay all charges incurred will result in water termination.  Termination will be coordinated with Jersey Shore Area Joint Water Authority in accordance with their existing procedures.  If your account is currently past due, please contact our office immediately to set up a payment arrangement. 

As the owner and operator of the Mifflin Manor Sanitary Sewer System, LCWSA is striving to control costs.  You have direct control of the costs associated with the maintenance of your sewer system.  Please see the enclosed fact sheet for more information.

Enclosed you will also find a form for ACH payment.  If you decide to enroll in ACH, LCWSA will withdraw your monthly sewer bill directly from your checking or savings account on the 20th of each month.  This method ensures your bill will always be paid on time.  Please return the completed form to begin automatic payments.
