2014 Rates

 

LYCOMING COUNTY WATER AND SEWER AUTHORITY (LCWSA)

adopted its 2014 budget and set rates for the 201 calendar year at its meeting on

 December 4, 2013

 

LCWSA held Sewer rates for the Montoursville Regional Sewer System and Armstrong’s Sewer System for the calendar year 2014 at $60 per month per EDU.

 

LCWSA reduced the sewer rates in the Beaver Lake Sewer System due to reduction in debt service through debt relief by the Township and County Act 13 funding for sewer collection infrastructure.  The monthly sewer rates are $131 per month per EDU (dwellings) and $40 per month per unimproved lot.

 

Water rates were also held the for the LCWSA Regional Water system for 2014 – although a budget deficit exists.  LCWSA is committed to monitoring the financial performance throughout the year and recognizes the need to take action mid-year if the growth in the customer base does not progress as expected.

 

As in previous years, LCWSA continues to experience rising costs of operating wastewater and water facilities with more stringent and changing regulatory requirements.  However, on a positive note, the customer base continues to grow in the eastern end of Lycoming County; and overall, the organization as a whole is growing to support the needs of our municipal partners.

Prepay Discounts – MRSS and ARMSTRONG SEWER

 

The prepay discount is 3% for customers pre-paying twelve months in advance with payment received by January 20th.  Past due balances must be paid in full before a customer can take advantage of the prepay discount for the 2013 calendar year.

 

 

BILLING CYCLE

 

Sewer customers will be billed monthly with payment due by the 20th of each month.

 

Late Fees/Penalty

As part of the Authority’s rate structure, a one-time penalty of ten percent or a carrying charge on the outstanding balance of 1½ percent per month shall be added, whichever is greater.  The late penalty will be applied to an account on which the payment has been received after the twentieth (20th) of the month for which the service is rendered.

Metered Consumptive Water Charge

 

All metered water customers shall pay a consumptive rate of $7.28/1,000 gallons.

FIRE PROTECTION CHARGES

 

The Fire Protection Charge is applicable to all customers who have water service provided for sprinkler systems, dedicated fire protection lines, and/or dedicated hose connections for fire protection.

 

No separate charge shall be made for water used in the extinguishing of accidental fires.  Water for any other purpose, other than scheduled fire protection system testing or fire extinguishing, shall not be drawn through a private fire service connection.

Fire protection charges for additional sizes will be provided on requested and are prorated based on line size.

 

 

BILLING CYCLE

 

Water customers will be billed for consumption, fixed meter charges, and if applicable, fire protection charges.

 

The Authority bills customers on either a monthly or a quarterly basis.

 

 

LATE FEES/PENALTY

As part of the Authority’s rate structure, a onetime penalty of ten percent or a carrying charge on the outstanding balance of 1½ percent per month shall be added, whichever is greater.  Bills will be sent for the previous period’s consumption and related charges.  Payment of entire invoiced amount is required within 20 days from the statement date.

 

 

SHARED FIRE PROECTION CHARGES

 

Where fire protection lines are shared by multiple users, the Authority will allow the proration of the fire protection fee based on square footage.  The proration shall rounded up to the nearest $5.00 increment as is appropriate for like size spaces.  Each situation may be evaluated to group like size spaces.  The fees for the combined total of the shared users shall always be equal to or rounded above the charges set forth in the Authority’s 2013 Rate Resolution.

 

 

 

2014 BEAVER LAKE SEWER RATES

 

Beaver Lake sewer system experienced a substantial rate increase in 2013.  The outreach and effort throughout the year has resulted in a $40,000 debt relief by the Township and County Act 13 funds for the ongoing grinder pump/sewer collection system improvements.  The FEMA/PEMA control building repair project has been converted to a “large project” with the agencies approving the building replacement instead of a building repair.  With the debt relief and ongoing system efficiencies, a $2 per month per EDU rate reduction for dwellings has been budgeted ($1 per month for unimproved lots).  Rates projected for 2014 are at $131 per month per EDU and $40 per month for unimproved lots.

  • EDU (dwellings or homes) – $ 131 per month
  • Vacant Lots – $40 per month

 

No prepayment discount is offered for Beaver Lake sewer customers in the proposed budget.

 

 

 

2014 WATER RATES –LIMESTONE MUNICIPAL WATER

 

 

It is anticipated of the transfer of the Limestone Township Municipal Water Authority to LCWSA on January 1, 2014.  Therefore, LCWSA took action on the 2014 LTMWA Budget and adopted water rates consistent with LTMWA

 

The Limestone Township Municipal Water Authority (LTMWA) set 2013 rates as follows for consumption beginning 1st quarter 2013.

20,001 to 40,000 gallons                       $7.25 per 1,000 gallons

In 2013, LCWSA has been managing, operating, maintaining, and invoicing customers of the water system on behalf of the LTMWA.    No change in these services will occur with the transition of ownership.  The 2014 Budget and water rates are consistent with those proposed by LTMWA and expected to be adopted at the December 9th meeting of the Township Authority.
