In April of 2008, LCWSA completed the construction of a public water system to service portions of Muncy and Fairfield Townships in the Halls Station/Lycoming Mall area and began serving its new customers including the Lycoming Crossings shopping center, the new Eastern Lycoming YMCA, and the new Grizzly Center warehouse. The LCWSA Regional Water System includes the construction of approximately 25,000 linear feet of 12-inch waterline, a well and disinfection facilities and a 316,000-gallon water storage tank.
This public Regional Water System will allow for the development of properties located in the officially designated growth area as defined in the County’s Comprehensive Plan and as further defined in the Montoursville-Muncy Joint Municipal Comprehensive Plan.
LCWSA envisions providing public water service to the corridor between Montoursville and Muncy Borough within the next 20 to 30 years as demands warrant and is the process of developing plans for future phases of the water system. LCWSA is actively working on the Muncy Borough water interconnection project to provide additional volume and redundancy to its operating system while continuing to develop its own sources.
Over the past two years, Lycoming County Water and Sewer Authority (LCWSA) has been actively pursuing a possible interconnection with the Muncy water system.
A number of information/technical gathering meetings have been held with borough staff, borough and authority representatives, and the engineering firm Uni-Tech Consulting Engineers to advance the design of the water system interconnection and address technical issues between the two water systems.
This work has evolved into an agreement between the parties to provide and purchase bulk water with 20,000 gallons of capacity needed by LCWSA and a term for a “minimum” purchase of 5,000 gallons daily.
LCWSA and its engineer, HRG, are finalizing the design of the necessary water facilities. The project is expected to be bid in late fall 2009 with construction anticipated for spring 2010.
In general, the scope of the project includes the interconnection with public water system of Muncy Borough and Muncy Borough Municipal Authority in the area of Industrial Park Road and the “Kellogg” water tank. The design requires a booster station to convey water from Muncy to the LCWSA storage tank – from which LCWSA will continue to serve its customer base.
In addition, LCWSA waterline will be constructed along Industrial Park Road to John Brady Drive/Yetter Road where LCWSA’s current waterline ends. LCWSA will fund the construction of the LCWSA system and interconnection facilities, and Muncy will assume ownership of the water facilities constructed from the water meter pit easterly. As a regular water customer, Muncy would simply bill the sale of bulk water through the meter located at the interconnection. An overview drawing is attached.
LCWSA is funding the construction of the interconnection project with an Environmental Protection Agency State and Tribal Assistance – or “STAG” – grant ($477K) secured through Lycoming County and Congressman Chris Carney, and with an LCWSA secured H2O Grant ($923K) from the Commonwealth Financing Authority with the support of State Representative Garth Everett and Senator Gene Yaw.
